Biography

Graduated with a Law and Political Science degree from the University of Panama in 2003. Received his bar certification from the General Business Chamber of the Panamanian Supreme Court in 2003. He has studies of a Master in Commercial Law from the Latina University in Panama and has a B.A. Diploma in Economics from Hamline University, St. Paul, Minnesota, U.S.A. Mr. Rosas has two certifications from the School of Industrial and Labor Relations of Cornell University, New York U.S.A., certificate on Contract Administration Studies (2015) and a certificate on Collective Bargaining (2011). He has also coursed on an MBA program at the Catholic University Santa Maria la Antigua of Panama. Mr. Rosas has been trained as a Labor Mediator by the Federal Mediation and Conciliation Service of the United States of America, being certified by this agency in 1999, obtaining his certificate of suitability by the Ministry of Government in 2003. He is also an Authorized Public Translator in English – Spanish – English since December 9, 2004.

Since April 2017, Mr. Rosas is a director – Vice President of Grupo Mundial Tenedora, S.A.

Mr. Rosas has ample experience in administrative and labor matters in the Panama Canal Authority. Prior to joining the firm, Mr. Rosas held the position of Member of the Board of Labor Relations of the Panama Canal Authority, for over 10 years, between November 16, 2009, and August 27, 2013, and later from August 27, 2014, until November 30, 2020. During this latest stint, he occupied the Presidency of the Board of Labor Relations of the PCA on 3 occasions, from November 2014 to November 2016 on two consecutive periods, and later from November 2017 to November 2018.

He undertook his profession of attorney from 2004 to 2009. He also performed his services as Ad-Hoc mediator for the Board of Labor Relation of the Panama Canal Authority from 2001 and 2009.  Between years 2007 and 2013, he was a part-time university professor at Americana University in Panama.

Between years 2000 and 2004, he was a coordinator on the Support Office for the Ministry of Canal Issues in the Ministry of the Presidency. Previously, between 1998 and 1999, he worked on the drafting and consulting efforts of the regulations of the Panama Canal Authority. In 1996 and 1997, he served in the Directorate of Transition for the Transfer of the Panama Canal in the Ministry of Foreign Relations, directly engaging in the consultation and approval process for The Organic Law of the Panama Canal.

Mr. Rosas was an Economist in the Executive Directorate of Treaty Affairs in the Ministry of Foreign Relations (1991-1996), occupying the posts of Auxiliary Representative of the Republic of Panama in the Coordinating Commission, and Coordinator of Legal Affairs of the Joint Committee. He also participated in the preparation of the Constitutional Tittle on the Panama Canal and the preparation of the first proposal of a draft text of the Organic Law of the Panama Canal Authority, serving as a Secretary for the Subcommittee on Tolls of the Presidential Commission for Canal Affairs.

He is a member of the Latin American Association of Aeronautical and Space Law, and of the Ibero American Institute on Aeronautical and Space Law and Commercial Aviation.

Mr. Rosas is fluid in Spanish and English.
